Sales at Chartis, which insures commercial property, corporate boards and planes, rose 3.6 percent to $7.85 billion.

Hedge fund manager Philip Falcone is ruling out a bankruptcy filing for his telecom startup LightSquared Inc, one day after U.S. regulators said they planned to burberry watches 2012 revoke approval for the company to build a national wireless broadband network.

"It is clearly not on our table," Falcone said in an email to Reuters on Wednesday when asked if LightSquared, the biggest investment in his Harbinger Capital Partners fund, was considering a bankruptcy filing.

He said there is a plan for dealing with the Federal Communications Commission's plan to rescind its permission for LightSquared to build out a land-based network, but he declined to offer any details.

LightSquared said the FCC's action had harmed it and the public by preventing construction of a network vital to U.S. competitiveness.

Industry analysts and some LightSquared investors say the telecom startup is running short of options with cash draining away and little chance of getting the FCC to change its mind. They also say it could be hard to find a buyer for LightSquared. Several suggested that a bankruptcy filing, while perhaps not imminent, is the likely outcome.

In a financial filing last year, LightSquared said it could run out of money by the middle of this year.

"A bankruptcy Chapter 11 filing seems inevitable," said a person with one of the hedge funds that owns some of LightSquared's more than $1 billion in outstanding debt. The person declined to be named because the situation is still fluid with LightSquared.

Tim Farrar, a veteran industry analyst and principal at TMF Associates, agreed but said a bankruptcy filing may not occur immediately. "Investors don't have leverage to force a filing right now," he said, adding that a final FCC ruling would strengthen the hand of investors to force it.

The FCC announced its decision late on Tuesday, minutes after the National Telecommunications and Information Administration said LightSquared's network would interfere with the Global Positioning System, vital to the military and with civilian uses ranging from airline navigation to irrigation.

Many telecommunication analysts have said it will be difficult for the financially-strapped company to either raise additional financing or ever become profitable with just the satellite-based portion of its network.

Its plan had been to build a high-speed wireless service so it could tap into the massive demand for data on devices like smartphones and tablet computers.

"We remain committed to finding a solution and believe that if all the parties have that same level of commitment, a solution can be found," LightSquared Chief Executive Sanjiv Ahuja said in a statement without tipping the company's next move.

HARBINGER SUFFERS

The fate of LightSquared also is critical investors in Falcone's hedge fund, which once controlled $26 billion in assets but is now down to about $4 billion. A little more than half of Harbinger's money is tied-up in LightSquared and the hedge fund is the company's single largest equity investor.

Last year, Harbinger, a fund known for its volatile returns with years of big losses often following year of big gains, gave up 47 percent of its value in large part because of a sharp markdown on the value of the LightSquared investment.

Falcone, an expert in distressed investing whose well-timed bet against the overheated housing market earned him a big following in the $2 trillion hedge fund industry, still has a prominent roster of investors. The list is said to include hedge fund legend George Soros, who declined to comment on the Falcone's current troubles.

But the GPS interference and the FCC's subsequent decision may pose too great an obstacle to overcome, analysts said.

"While we could not commit to saying that it is the 'end of the road' for LightSquared, we believe it will be an extremely tough slog for the company to show value in the spectrum it holds," Wells Fargo analyst Jennifer Fritzsche wrote in a research note.

OPTIONS AND ALTERNATIVES

One route would be for LightSquared to consider suing the government if the FCC's final determination goes against the company after the comment period ends March 1.

"The odds are against (LightSquared) in being able to persuade the FCC that it is wrong," said Andrew Lipman, a partner who heads law firm Bingham McCutchen's telecommunications practice.

LightSquared would likely have to wait until the comment period is over before it could sue the FCC and such a case would likely take about nine months or more, the lawyer estimated.

Another way to deal with the GPS issues would be to arrange a spectrum swap with another carrier or company, a person close to LightSquared who is not authorized to speak publicly said.

A sale of LightSquared might also be possibility, one investor in Falcone's fund and other industry analysts have suggested, but they acknowledge that it might be tough to find a buyer.

"Right now (LightSquared is) in a world of hurt and the thing is it is toxic enough that no one wants to take it," said one telecommunications mergers and acquisitions expert who could not speak about the matter publicly.

This person added that companies like AT&T and Verizon have been interested in snapping up spectrum, but said buying LightSquared would not be a desirable way to do so, considering the complications around it.

The value of LightSquared's spectrum declines significantly if it cannot be used for cellular services, analysts have said.

For Falcone, the regulatory set-back is the latest in a string of problems dogging the 49-year old former Harvard hockey star who grew up in rural Minnesota but now lives on Manhattan's Upper East Side in a townhouse once owned by Penthouse publisher Bob Guccione.

A 30-year-old man whose brain had been pierced by shrapnel lay on the brink of death. The doctors had been able only to sew shut the wound and give him anti-clotting drugs.

Many of those who survive are taken to private homes nearby so that they can recover. Those trips can themselves be perilous, as snipers have taken up positions on rooftops in the neighborhood.

The two medical professionals are aided by 20 volunteers, each of whom has undergone 15 days of training. One of those volunteers, a young man who himself became a casualty in the shelling, died Wednesday.

"How can the world stay silent?" asked a nurse who had tried to comfort him. "They're human beings in front of us. These are not people who are made of stone."

But many activists in Baba Amr predicted that if they can hold on to this symbol of the uprising, they will succeed in toppling al-Assad.

The state and the minority groups fighting

Lawyers for the state of Texas said they failed to reach an agreement with minorities on state electoral maps, which may further delay the state’s primary burberry sunglasses 2012 elections scheduled for April 3.

“If we delay and don’t have an April primary, that delays the political process and the ability of the parties to have their conventions,” Garcia said during the hearing.

The six-month redistricting fight has already created delays that knocked Texas out of the influential March 6 Super Tuesday presidential primaries. More Americans vote in primaries or caucuses on that date than on any other.

April Primary

Timothy Mellett, a Justice Department lawyer, told the judges that the government objects to an April primary, arguing that federal law requires states to provide burberry scarves military and overseas voters at least 45 days to return their ballots.

Jacqueline Callahan, elections administrator for Bexar County, answered questions from the judges on the implications of various primary dates. She said if county elections officials had the interim maps by March 3, the primaries could reasonably be held May 29. Texas advised the San Antonio judges on Feb. 13 that the sides were getting closer to agreement on many boundaries, particularly in state legislative districts. Significant sticking points remained that “may prevent a global compromise on the Congressional map,” according to the state’s filing.

The Legislature carved out four new U.S. congressional districts to accommodate the 4.3 million residents the 2010 U.S. Census found the state added since 2000. Hispanics, who more often vote for Democrats than Republicans, accounted for about 65 percent of the growth. Republican Governor Rick Perry approved the maps.

Threatened Lawmakers

Both Republicans and Democrats are set to hold their Texas political conventions in early June, on dates and in locations committed to years ago. Texas Republican Party Chairman Steve Munisteri told the court last month the state political parties may go bankrupt if they’re forced to reschedule thousands of hotel rooms and meeting places.

Gregoire, a 64-year-old Democrat, acknowledged that opponents haven’t given up. The law is to take effect in June, though implementation would be delayed if enough signatures are gathered to put a referendum on the ballot, said Karina Shagren, Gregoire’s spokeswoman.

‘Time Is Now’

Nationwide, voters have rejected gay marriage in all 31 referendums held so far.

The Obama administration said last year it would no longer oppose court challenges to the act.

State laws prohibiting the practice also face legal challenges. A panel of the U.S. Court of Appeals in San Francisco voted 2-1 on Feb. 7 to strike down California’s Proposition 8, which defined marriage to be only between a man and a woman, as unconstitutional. Gay nuptials had begun in 2008 after the state’s top court overruled a ban passed by voters in 2000.

Carrie Underwood glided down the red carpet in a long, backless creation from contemporary label Gomez-Gracia, and Taylor Swift was clad in a gilded and intricately embroidered gown by Zuhair Murad.

Fergie followed suit to some extent, but did it with her own pop star flair. She wore a neon orange Jean Paul Gaultier couture lace gown that revealed high-cut black underpants and a matching bra.

Color came in big punches. The economy, the biggest in the world after those of the United States and China, shrank 0.6 percent in the October-December quarter compared with the previous three months. On an annualized basis, the contraction was 2.3 percent, a sharp turnaround from the 7 percent increase recorded three months earlier, and a figure that was markedly worse than analysts had expected.

Earnings reports from several Japanese corporate giants over the past two weeks have underlined this picture.

Toyota reported last week that its net profit had slipped 13.5 percent, to ¥80.9 billion, or $1.05 billion, in the last three months of 2011, while Sony on Feb. 2 posted a net loss of ¥159 billion for the quarter. The electronics giant also warned that it expected to post a loss of ¥220 billion for the year that ends in March.

In addition, both Sony and Panasonic had their debt ratings downgraded this month by Moody’s Investors Service, which cited concerns about continued losses in their television divisions.

Although the negative impact of the flooding in Thailand is fading, overseas demand for its goods is expected to remain challenging, analysts believe. The central bank, which is holding a two-day policy meeting Monday and Tuesday, is under pressure to help stimulate the economy, analysts say, though many believe it may hold off any further action this week.

All that after Baalke drew criticism over whether he had made enough splashy moves in free agency to improve his roster after the lockout.

Baalke has been with the team in various jobs since 2005, when he was hired as a regional scout. He moved up to director of player personnel in 2008, to vice president in the same capacity in 2010 and to general manager last year.

The reserved Baalke expressed his gratitude to the York family, Harbaugh, the other coaches and football operations staff as well as the players.

Richards said the charge will be dismissed in a year as long as Walden stays out of trouble.

The plea deal was reported on the Green Bay Press-Gazette’s website Friday afternoon.

“There’s no conviction,” Richards said. “It satisfies our objectives.”

It’s not clear if Walden will be subject to discipline by the NFL. League spokesman Greg Aiello said Walden’s status “will be reviewed under our policy.”

Walden spent the weekend after Thanksgiving in jail after a Nov. 25 dispute with his girlfriend. He made a public apology to the Packers, his teammates and fans after he was released and continued to play for the team.

He was charged in December, entering a not guilty plea. If convicted, Walden would have faced up to 90 days in jail and a $1,000 fine.

Walden originally was arrested on a more serious charge, suspicion of felony domestic violence-substantial battery.
